Code Enforcement Division

 Ana Contreras
  Community Preservation  Manager

The Code Enforcement Division is led by Lieutenant Octavio Lopez, managed by Community Preservation Manager, Ana Contreras. Ana is skilled in the field of Code Enforcement and is an accredited member of the California Association of Code Enforcement Officers. Ana has extensive experience in local government. Over the course of her tenure with the City of Tracy, the past 12 years have been spent leading a team of Code Enforcement Officers and staff. As first responders of the built environment, these men and women are dedicated to the preservation of neighborhoods, increasing neighborhood resiliency and to strengthen the community. Ana is a Certified Code Enforcement Officer and a member of the California Association of Code Enforcement Officers, the Tri-Valley Regional Code Enforcement Officers Association, and City representative on the San Joaquin County Committee for the Homeless. Ana is a contributing member of the San Joaquin County Multi-Disciplinary Team (MDT), consisting of experts in fields of health and safety, mental health, homelessness, and child/senior adult welfare issues and a former member of the San Joaquin Human Sex Trafficking Task Force. Ana is also a founding member of the City of Tracy’s Operation Helping Hands, a multi-agency, multi-disciplinary team formed to provide street level collaboration of service providers to the City’s homeless community.

  Lacy Starling

   Code Compliance  Analyst

 

Lacy Starling began working for the City of Tracy Code Enforcement Division as the Code Compliance Analyst in October 2017. Prior to working for the City of Tracy, she worked for Alameda County Code Enforcement for 28 years and is certified through the California Association of Code Enforcement Officers. Lacy has a lot of experience in the Code Enforcement field and is happy to be a part of an awesome team that shares the same passion and goals of keeping the community clean, safe and beautiful.

     Jim Decker 

  Code Enforcement Officer/Building Inspector

 

 

 

 

Code Enforcement Officer Jim Decker began his career with the City of Tracy in 1995, as a Building Inspector. In 2005, Decker joined the Code Enforcement Division as a Code Enforcement officer.

  

  Hayward Lewis

   Code Enforcement Officer

 

 

 

 

Code Enforcement Officer Hayward Lewis has been with the City of Tracy for over 20 years and is certified through the California Association of Code Enforcement Officers. He is a dedicated employee who enjoys his profession and helping others.


 

  Bobby Alcantar

  Code Enforcement  Officer

 

Bobby Alcantar has worked for the City of Tracy since 1998. Bobby started in the Public Works Department where he worked for 19 years. He started in the Streets Department but after one year, he transferred to the Water Department. He has worked with the Code Enforcement Division since 2017 and is certified through the California Association of Code Enforcement Officers. Aside from being a Code Enforcement Officer for the City of Tracy, he is also a Reserve Police Officer for the City of Newman and he officiates college football and high school basketball. What he enjoys most about Code Enforcement is helping to keep the City of Tracy clean and safe for its citizens.

    Shawn Potter

 Code Enforcement   Officer

 

Code Enforcement Officer Shawn Potter has been involved in Law Enforcement since 2001. He has worked with numerous companies and agencies in the US and Asia, as well as for the Cal Guard, where he serves as a TAC instructor and Non-Commissioned Officer. Shawn is a Code Enforcement officer for the City of Tracy, certified through the California Association of Code Enforcement Officers. Shawn has a knack for investigations and takes to heart the idea of upholding standards. He deeply believes in treating all with dignity and respect. In his spare time, he enjoys music, languages, and martial arts.

 Joseph Viorge-Koide

Administrative Assistant

 

 

 

Joseph Viorge-Koide joined the City of Tracy, Code Enforcement Division in 2018, as the department’s administrative assistant. He is passionate in serving the needs of the public and providing support to the department.


Code Enforcement's primary goal is to gain voluntary compliance of violations of state and local laws. The Division works to preserve neighborhood integrity, maintain safe living conditions, improve the physical, social and economic health of the community and to protect the environment through responsive enforcement. Abatement measures are navigated through coordinated and cooperative steps with administrative penalties addressed upon those who fail to comply with municipal and state laws.

What codes do we enforce?

The Code Enforcement Division enforces local and state codes relating to the following:

  • Conditions of existing structures that constitute a clear and present danger to the public.
  • Building code violations (building, plumbing, electrical, and mechanical, etc.), including construction or change of occupancy without permits.
  • California State Housing law (minimum standards for safe and sanitary housing).
  • Illegal Home Occupations.
  • Illegal dumping.
  • Illegal signage.
  • Accumulation of garbage and debris.
  • Inoperative vehicles located on private property.
  • Vehicles parked on an unpaved surface.
  • Graffiti on private property.
  • Fence Lines.
  • Swimming Pools.
  • Zoning requirements for structures such as use, location, configuration, size and land use requirements.
  • Abandoned Shopping Carts.
