Incentives & Resources

The City of Tracy offers various incentive programs to promote economic development efforts in the community.  City of Tracy incentives include:

  • OFFICE & INDUSTRIAL INCENTIVE for new and expanding businesses that meet certain eligibility criteria. Programs may offer Sales Tax Rebates or Direct Financial Assistance, Building & Plan Check Fee Rebates, and/or a High Wage* Incentive. *As of July 1, 2017, Tracy’s Head-of-Household wage threshold has been adopted by City Council resolution at $72,000 per job.
  • TECHNOLOGY & INNOVATION BASED INDUSTRY INCENTIVE may be available to industries that create or produce products or services in high-tech, research and development, and advanced manufacturing businesses.  Programs may offer Sales Tax Rebates or Direct Financial Assistance, Building & Plan Check Fee Rebates, Expedited Plan Review, and/or a High Wage* Incentive. 
  • HOSPITALITY, ENTERTAINMENT & RECREATION (HER) INCENTIVE may be available to unique resort type operators with at least 250 rooms for overnight accommodation, a venue for conferences and/or entertainment, and activities for guests and/or the public.  
  • CITY-WIDE RETAIL INCENTIVE for new and unique retail businesses that meet eligibility criteria.  Programs may offer Sales Tax Rebates or Direct Financial Assistance and Building & Plan Check Fee Rebates.
  • SMALL BUSINESS INCENTIVE may be available to all new or expanding businesses on a first-come, first-serve basis.  Funding is limited for this program.  Program may offer Building & Plan Check Fee Rebates for approved tenant improvements or development projects upon receipt of Certificate of Occupancy.
Disclaimer:  All incentive programs, except for the Small Business Incentive, are approved at the discretion of the Tracy City Council.

Retail, Office, and Industrial Incentive Programs

In an effort to stimulate private sector investment in the community, the City of Tracy has established retail, industrial and office incentive programs.  The Retail Incentive Program has two major components; the I-205 Retail Incentive Program and the Tracy Mall Revitalization Program, which provide sales tax rebates or direct financial assistance to tenants of the I-205 Specific Plan Area and West Valley Mall.  The Office and Industrial Incentive Program provides sales tax rebates or direct financial assistance to new office and industrial businesses which meet certain sales tax and job creation thresholds.  A copy of the City of Tracy Retail, Office and Industrial Incentive Programs can be downloaded here


HERO Is a PACE (Property Assessed Clean Energy) program that helps fund eligible renewable energy, water and energy efficiency improvements, and electric vehicle charging infrastructure. Under HERO, residential and non-residential property owners can finance eligible improvements through property assessments.
