City Attorney Office Bios

Thomas Watson  - City Attorney

Thomas Watson is a graduate of Santa Clara University, and has served in numerous government capacities since 1989, and specializes in municipal law and construction litigation. Prior to his employment with the City of Tracy, he served as the City Attorney for South Lake Tahoe. He has also acted in a contract capacity for six cities within Fresno and Tulare Counties, and established a private construction litigation firm, representing various clients in the Central Valley. He also served as Deputy County Counsel for Tulare County from 1992 to 1994. Mr. Watson is married to Jennifer Watson, a university professor, and is the father of two adult children. He is an avid outdoorsman, enjoying backpacking and skiing as recreational vocations. Mr. Watson has worked with non-governmental organizations on four continents, served as a judge for international legal competitions in Europe and China, and has taught American Constitutional law in Siberia, Russia.

Mr. Watson began his role as Tracy City Attorney on November 16, 2017.

Leticia Ramirez - Assistant City Attorney

Leticia Ramirez currently serves as the Assistant City Attorney for the City of Tracy. Leticia advises City departments on a wide range of transactional matters such as issues relating to land use, public contracting, cannabis, public works, purchasing, municipal finance and utilities. Her duties include reviewing policies, procedures and projects to ensure compliance with state and federal laws, including the Subdivision Map Act, the California Environmental Quality Act, the Brown Act, and the Public Records Act, and advising the Planning Commission.
Before joining the City, Leticia worked with a law firm serving public agencies where she provided general counsel representation to cities and special districts on various issues such as public contracting, land use, municipal finance, code enforcement, and public works.

Bianca Rodriguez - Deputy City Attorney

Bianca Rodriguez joined the City of Tracy as a Deputy City Attorney in May 2017. Prior to serving the City of Tracy, Ms. Rodriguez served as a Deputy County Counsel for the County of San Diego. Her experience in local government includes working as a law clerk with the County of Alameda and the County of Yolo. Ms. Rodriguez graduated from University of California Hastings College of the Law where she was a member of the UC Hastings Constitutional Law Quarterly and completed an externship with the U.S. Attorney’s Office, Northern District of California, Criminal Division. Ms. Rodriguez holds a Bachelor’s Degree in Political Science from the University of California, Davis.
